Because it's ugly clutter and nobody ever uses it.
I use it all the time. And over the years I've seen many users going from a little bit whiney to super users who can't get enough features and keep asking for more...

That said, my target audience is above average technical and potentially somewhat geeky.
OK, seriously, what on Earth do you use it for?
  • Disable BBCode? Why? If you don't want to use it, just type plain text and be done with it.
  • DIsable smilies? Ok, don't use them.
  • You don't want links to be links? Why on Earth not? The web is built on links. But ok, you can always put them in a code tag.
  • Attach a sig? Surely that will be set and forget in UCP options.
  • Notify if there's a reply? Sure, that one is useful. Ditto the moderation options. No problem keeping those.
It's a mistake IMO to try to design the public interface for the geekeist of users, unless you only want your interface to be used by the geekiest of users. If you want broad appeal: KISS. Options that are rarely used should be in UCP. The public interface should be limited to what most users will actually use often enough for it to be worth the bytes, because most users don't want to wade through pile of crap that is of no interest to them.
