Thanks for this question, I hope my answer here will be helpful.
I never really noticed the "Load Draft" button left of Submit, so you're quite right, I always load/try to load them via the UCP, option 3.
Option 1: For a new topic, everything OK. I start a new topic (where a draft of this topic already exists), the Load Draft is shown left of Submit. I press Load, the draft is shown and when I click the draft, the draft opens, I can edit it and submit. As expected.
Option 2: For a reply to a topic, when I made a draft, the Load Draft button is also shown. I press Load, a list with this one draft is shown. I click the draft I want, and get the same error message: The forum you selected does not exist".
To be sure, I made an extra draft reply for the same topic. Now the list shows both draft replies with their respective creation dates and both generate the same error message when clicked...
Option 3: I always used this, here I get the same error message..
