Update - I got it to work - i.e. both notification and email sent on new registration - by using a new user request that did not reuse a test email account I had previously used. I was testing Admin notification with a registration for an email I had used at one time, but was no longer attached to a current user. It appears that somehow this affected the results. I can live with that. Thanks for trying to help.
