You're using Cloudflare. If you check the IP's of users they are probably all CF IP's. This doesn't just effect phpBB, logs or anything else that use the IP will be CF IP.
Ideally you need to install and configure the Apache module mod_remoteip which will restore the original IP of the user. if you can't do it yourself contact your host.

There is also two phpBB extensions for this but they haven't been updated for a while. I don't know if they still work.
Last but not least there is setting under security settings.
