The queue.php file gets recreated so clearing cache and / or deleting it is does not work because some process recreates it again. Need to go further up the line.
I think it must be the phpbb_notification* files but I don't want to empty any of those tables unless I am confident it won't trash the board.
BTW some poor chap subscribed to many forums / messages and has hundreds of notifications from late 2023 / early 2024 sent to his AOL account. AOL / Yahoo has bounced some of the messages with this:

That's fair game! but my mail log files are also showing:
Messages from x.x.x.x temporarily deferred due to unexpected volume or user complaints - 4.16.55.1; see https : / / postmaster.yahooinc.com/error-codes (in reply to MAIL FROM command)
and that is a concern. As I said I have turned off the cron job so no new mails are being sent but I do need to get that queue cleared (as in the process that generates the queue.php file)
