Because it is a very valuable feature.

I don't see much value in the bump feature. In fact I consider it bloat (not really totally devoid of value but still). If a topic needs to be bumped, then the bumper should explain why and not just click on a button.
Also, if there is a bump feature and groups would have different bump intervals, then why not also use different bump intervals per forum?
