"safe mode" is used on Windows computers to load just essential drivers and can usually get you into computer to fix blue screen of death issues. In this case it would be the white screen of death we are fixing.
The point is there should be way to get into ACP when the double login is not possible. I doubt we would see a flag to remove that so this would be the next best alternative. It may even be better alternative because if your problem goes away in "safe mode" you have narrowed the cause.
